A COUNCIL is to slap parking tickets on WHEELIE BINS, with the threat of a £5,000 fine.  
 
Any left on the pavement too long will be booked by a team of wardens.  
 
And the initial £100 penalty could rise to £5,000 if not paid within 14 days.  
 
East Staffordshire Council said its scheme, to start next week in and around Burton-on-Trent, is meant to stop streets becoming eyesores.  
 
 
One irate resident, Eamonn Bradley, 48, said: “Some people put out the bin in the morning and don’t get home until night. Will they be fined too?”

Here in Southsea, If you leave the bin in your garden, they wont collect it ( well, not mine!). You have to put it onto the pavement. I cant see them enforcing this.
