software to stop perverts preying on kids

God, why is it not possible to install some simple software on a family computer that will stop children going onto chat rooms. Surely, this software could work by registering the ISPs of the top 100 chat rooms (or top 1,000 - how many it takes) and when a child tries to access it, it says "SORRY NO ACCESS".
 
That would have stopped that 31 year old pervert running of with that 12 year old girl, because they met through chat rooms. Angry
 
Come on, chaps, invent something!

Norton Internet Security has the ability to restrict the web usage, you can restrict it to named sites only or block individual sites. This should be a must for all families with kids.

You already have one m8.... it's called Microsoft internet explorer!
 
You should have a 'content advisor' on your internet options menu, you can tell it what sites are good/bad or download a preset list.
