As some French news articles said, there will be discussions in EU parliament about a way to mandate that public service broadcaster must broadcast in the clear, at least the material they produce themselves. Reason for this is that the movement of people in the EU increases and that many of them are not able to watch "home tv" because of the encryption used.

This sounds interesting. BBC is in the clear, that's why I can get it over here, but it requires bigger dish sizes because of the spot beam, and further on large parts of the EU can't get it with "reasonable" equipment. Comes down to the same as if it's encrypted (or even worse  ;) )
